Who must comply: the economic operator placing the toy on the market, with explicit new obligations on importers and marketplaces to check that a toy has a valid passport. What is out of scope of this date: the ESPR delegated-act sequence is a separate track; the toy date is set by its own regulation and is confirmed. Note the overlap cases: a toy containing an in-scope battery also touches the Batteries Regulation and its 18 February 2027 passport, and any packaging touches the Packaging Regulation - but the toy DPP itself is 1 August 2030. The long 54-month transition is deliberate: it is the window to implement the passport and remove restricted chemicals.
